Edward River Council will push for action on local government funding, renewable energy impacts and water buybacks when it attends the Local Government NSW Annual Conference later this month.

The council has submitted three motions for consideration by delegates from across the state at the conference, to be held from November 22 to 24.

Mayor Ashley Hall said the motions focused on issues with significant implications for the Edward River region and many other rural communities.

"These are issues that have a direct impact on our region's future," Cr Hall said.

"Whether it's securing fairer funding for local councils, managing the impacts of major development, or protecting the long-term sustainability of our agricultural sector, we're committed to advocating for outcomes that benefit our community."

The first motion calls for a comprehensive review of local government funding arrangements, including Financial Assistance Grants, rate pegging and cost shifting.

Council argues that rural councils face unique challenges maintaining extensive road networks, infrastructure and community facilities across vast geographic areas while relying on a relatively small ratepayer base.

Mayor Hall said existing funding arrangements fail to adequately recognise those challenges.

“Regional councils are expected to maintain extensive infrastructure networks and deliver a wide range of services, but we do so with a much smaller revenue base than our metropolitan counterparts,” Cr Hall said.

The second motion focuses on the impact of Renewable Energy Zones and associated projects on regional communities.

While major renewable energy developments can generate investment and employment opportunities, council says they can also place considerable pressure on local roads, housing, workforce availability and community services.

CEO Jack Bond said dedicated support was needed to help councils manage those pressures.

“Renewable energy developments are bringing significant change to many regional communities, creating both opportunities and challenges that councils must help manage,” Mr Bond said.

The third motion addresses the socioeconomic impact of water buybacks under the Murray-Darling Basin Plan.

Council is seeking stronger requirements for local impact assessments before further water purchases occur and greater recognition of the long-term effects water recovery measures can have on regional economies.

Cr Hall said regional communities needed to be part of the conversation.

“Our community understands the importance of achieving environmental outcomes, but those outcomes should not come at the expense of the communities that help feed the nation,” Cr Hall said.

If supported by conference delegates, the motions will become part of Local Government NSW's advocacy to the NSW and Australian governments.
